The European Commission is to trust again the AFD for a "Food Security” project in Senegal
The European Commission and the representation of AFD to the European institutions have signed this Monday, May 31st, in Brussels a delegation agreement in favor of the AFD for the amount of €3,55 million as a contribution to the implementation of a project of "construction and rehabilitation of hydro agricultural production of rice in the Senegal River delta." The cost of this program is more than €32 million.
Senegal, with a population of 12 million inhabitants, is one of the biggest consumers of rice in West Africa. While domestic production is low, the local demand for rice is increasing making the country increasingly dependent on imports and therefore very sensitive to fluctuations in rice prices at a global level. Rising prices of agricultural products on the international market in 2008 led to a change in the balance between imported and local products, in particular improving the competitiveness of irrigated rice in the Senegal River Valley. This new profitability led to a rush of private investors in the irrigated rice and as a corollary a significant need for arable and irrigable lands.
At the same time, the Government of Senegal declared the priority of achieving national food requirements for 2012, for local agricultural production, one million tons in 2012 (against 170,000 tons in average years past). Achieving this goal requires more than ever, a water control and development of irrigated agriculture, especially because Senegal is in a climate zone where the rainfall is characterized by great irregularity and high variability in time and space.
In this context, the €3,55 million delegated by the European Commission to the AFD are part of a program for a total estimated at just over €32 million in the region of St. Louis. This program aims to secure the irrigation of 5000ha in the delta of the river and then expanding the irrigated rice by conducting secondary developments.
